In general terms, if your premises has any non domestic use and was built prior to 1999, then you will need to carry out a survey. If your premises is a block of flats for residential use, the individual flats do not require a survey, but any common areas will need to be surveyed e.g. stair cases, landings, lifts etc.
However, there also exists additional health and safety at work legislation, which requires an employer to protect any employee who may carry out work in any work environment, including domestic premises that may contain asbestos. An employer therefore may insist on surveys to domestic premises to protect his employees - A typical case would be a council, owning and maintaining many council houses, using its own employees - in this case the council would almost certainly have surveys carried out on their domestic stock in order to protect it's employees under the relevent health and safety at work legislation.
